Trump's Woke Warning Misses Europe's Real Danger: Technological Stagnation.

Donald Trump's national security strategy presents a flawed view of Europe. The document asserts that open-border policies and what it terms "progressive" agendas represent an grave threat to the continent's identity. Yet, this perspective is based on a fundamental misinterpretation of the reality. The actual challenge confronting Europe is not societal but economic and technological lag.

The Stark Economic Divide Separating the US and Europe

The data reveal a sobering contrast. Between 2008 and 2023, American economic output grew by eighty-seven percent, while a paltry 13.5% increase for the EU. Over this period, European income per person fell from 76.5% to just half of the US level. Remarkably, even Mississippi now boasts a higher per capita income than several leading European economies like Italy and France.

Today, roughly 50% of the world’s 50 largest technology firms are US-based, while only four are from Europe.

The Technological Shortfall: A Critical Problem

The growing disparity stems from superior efficiency gains in the United States, largely due to breakthroughs and higher total factor productivity. The scene of global tech leadership is overwhelmingly American. In the last five decades, hundreds of American startups have grown into companies valued at over ten billion dollars, versus just 14 in the European continent.

This disparity raises a vital question: In the race for future industries like semiconductors, AI, and quantum computing, what is Europe positioned? Most analysts agree it is largely a two-horse race between the United States and China, with Europe starting at a significant handicap.

Underlying Factors of Europe's Innovation Gap

Several key reasons explain this technological divide.

  • Venture Capital: The United States has a far deeper and agile network for financing new ventures. Europe still lacks a genuine unified investment market, a factor that limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder European business. A US startup can introduce a service under one regulatory framework to access a consumer base of hundreds of millions. The European Union, despite a larger population size, is divided among 27 separate systems, creating significant market obstacles.
  • Cultural Attitudes: Views on entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was once met with penalties, whereas in the United States, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in military capabilities has weakened its ability in pioneering research.

A Path Forward: Reasons for Cautious Optimism

Despite these hurdles, there are causes for optimism. Policymakers are increasingly aware of the severe threat and have begun to advance substantial change. Key reports on EU competitiveness and the internal market point to the need for major reforms.

Given appropriate policies and regulatory reforms, Europe's strengths could support far greater levels of commercial innovation.

The continent still possesses considerable strengths: skilled workforce, excellent education systems, and premier labs. Coupled with a large internal market and high savings rates, these foundations have the potential to trigger a new wave of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in developing cutting-edge tech, it can still dramatically increase economic output by adopting and adapting advancements from elsewhere.

An Inflection Point

The European Union now stands at a decisive crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, Europe's technological decline has been gradual. But, without decisive action to tackle its structural weaknesses, today's slow erosion could turn into a rapid and permanent decline in global economic relevance.
